here is everything as I did it again
as root cd into /home/user
then try this to create the key and add it
ssh-keygen -t rsa -b 2048 -f /home/user/Key
if [ ! -d .ssh ]; then mkdir .ssh ; chmod 700 .ssh ; fi
mv Key.pub .ssh/
cd .ssh/
if [ ! -f authorized_keys ]; then touch authorized_keys ; chmod 600 authorized_keys ; fi
cat Key.pub >> authorized_keys
rm –rf Key.pub
cd ../

now copy your Key file to the windows box.

import it into puttygen and save as a private key (I am in using putty to connect, in puttygen under conversions it says that you can convert it into an ssh.com key but I can't confirm it works).

then try to auth with the private key.
